Lacking urgency: Educationists flay govt for failure to enact Article 25-A

Education activists expressed concern over the four-year delay in enacting Article 25-A and urged the Khyber-Pakhtunkhwa (K-P) Assembly to approve the draft bill at the earliest.

During a news conference at the Peshawar Press Club on Thursday, activists said after the 18th Amendment, civil society organisations and the education department prepared a draft bill for free and compulsory education in the province. However, both the previous Awami National Party (ANP) regime and the current Pakistan Tehreek-e-Insaf (PTI) failed to turn the bill into a law. They pointed out 2.5 million children across the province were out of school and claimed the current government had not constructed a single school for them.

Govt asked to rebuild schools, enrol out-of-school children 

Speakers at a dialogue on the legislation of Article 25-A, which gives the right to education to every child, have urged the Khyber Pakhtunkhwa government to rebuild the blown up buildings of educational institutions and take urgent steps for early enrolment of the 2.5 million out-of-school children in the province. The event was organised by the Society for the Protection of the Rights of the Child (Sparc) in collaboration with ActionAid at Peshawar Press Club on Thursday. It was stated that in rest of the provinces the governments had worked on implementation of the right to education law Article 25-A but in KP the situation was disappointing though the government had declared education emergency.

Punjab to name college after Malala 

A schoolteacher hailing from Gujrat in Punjab has decided to establish a college in the name of Malala Yousafzai. Speaking at a press conference in Swat Press Club on Thursday, schoolteacher Ihsanul Haq said that he had intended to set up a college in Jalalpur area in Gujrat, which would be named after Malala Yousafzai. “Establishing a college is aimed at promoting education and provide education opportunities to the girl students on international level,” he said. He said that progress and prosperity of the country was in educating the nation and no country could achieve economic stability without educating the people. “Malala Yousafzai’s steps for promoting girls education in the region are appreciable,” schoolteacher Ihsanul Haq added.

Our ideological education              

This is apropos Yaqoob Khan Bangash’s article, “Our ideological education” (November 27). The writer seems to have confused the acts of displaying the Israel stall at a university exhibition and the disfiguring of the statue of Dr Woolner. The two incidents are totally different. The Israeli stall was not critisiced while keeping the ‘ideology of Pakistan’ in mind, as the writer seems to imply in his article. The criticism was about the fact that Israel is not recognised by Pakistan, so its stall should not have been displayed in honour of the sensitivities of the state. The people who arranged that stall, and in particular the administration of the university in question, should have kept that fact under consideration. The display of such a stall cannot be justified on any grounds in a country such as Pakistan.

`Over 2 million children out of school in KP`

About 2.8 million children, both boys and girls, are out of school in Khyber Pakhtunkhwa, according to a non-governmental organization. Addressing a workshop here on Wednesday, Nuzhat Ameen, the programme officer of Khwaendo Kor, a non-governmental organization, said that after the passage of 18th Amendment, Article 25 A of the Constitution was necessary to be implemented in the province but for the purpose a bill should be passed from the provincial assembly. The workshop was attended by members of civil society organisations, lawyers, journalists and officials of education department in a large number. Ms Ameen said that the bill was already passed by the other three provinces of the country.

Expressing concern over the misuse of funds in various development projects in tribal areas, the Senate Standing Committee on States and Frontier Region (Safron) called for a monitoring cell to be set up at the Fata Secretariat. A meeting was held at the Parliament House presided over by Senator Muhammad Saleh Shah to discuss the Protected Relief and Recovery Operation Programme (RAROP) 201315 in Fata and the representation of students from Fata at various institutions of the country. `It is impossible to abolish evening shifts from all educational institutions of the Federal Capital in the next two years,` State Minister for Capital Administration and Development Division (CADD) Barrister Usman Ibrahim told the National Assembly during question hour session on Wednesday. He said shortage of classrooms was a big hurdle in Enishingevening shifts. `As many as 400 new classrooms are needed. Students of different educational institutions in federal capital fear more academic loss due to upcoming protest of Pakistan Tehreek-i-Insaaf on November 30. `Govt should make education policy once and for all`

The country saw 23 National Education Policies since its inception some 67 years ago. Education policy should be made once and for all at federal level to deal with all educational issues. Punjab Excise and Taxation Minister Mujtaba Shujaur Rehman has said the Punjab government considers education a tool to development and a record funds have been provided for school and higher education. He said to achieve Millennium Development Goals (MDGs), Rs 2 billion has been reserved for current fiscal year. He said the Punjab government is utilising all out resources for the promotion of education specially in the field of technical education and an amount of Rs 274 billion is being utilised for the promotion of education sector which is 26.25pc of the budget. Lending support to the cause of teachers, a good number of students of the Government Commerce College on Wednesday tool< out a procession demanding regularisation of more than 1,000 professors and lecturers working in 118 colleges of Punjab on a contract. Hundreds of protesting studentsand teachers, wearing black armbands and flaunting placards showing anti-government slogans, blamed the Higher Education Department (HED) for not regularly paying salaries to 1,000 contract teachers. They said these teachers did not receive October`s salary and were in financial straits. Ijaz Nayar, an office-bearer of the Contract Professors and Lectures Association, told this correspondent that it was beginning of the movement (outside the college premises) and would spread to the entire province. He said when the contract staff was shifted from Tevta to theHigher Education Department in 2010, there was an agreement between the two that all the contract teaching staff of commerce colleges would be regularised under a policy of 2004. `Nothing has been done even four years after the shifting to the HED,` he said.

Ghazi varsity, medical college hit by delay in recognition

The Ghazi University and its affiliated Ghazi Khan Medical College face an alarming delay in recognition by the Higher Education Commission (HEC) and Pakistan Medical and Dental Council (PMDC), respectively. Lanched in 2010 at the Quaid-i-Azam Medical College, Bahawalpur, the GKMC was shifted to an incomplete building here in January 2012. It is said that education can bring change in society. Indeed, education brings positive change in man’s behaviour. But our social problems are arising day by day. Educated people remain unemployed and pessimist. Why they can’t get jobs despite having education. Perhaps, it is because of lack of their abilities or our education system is responsible for all this chaos. The whole scenario shows a dismal picture and tells that there is something wrong anywhere. Now a days, it is common perception of people that today’s students, mostly have less capabilities. So to say, people compare today’s student with old one. Often time, they reach to the conclusion that standard of education is falling rapidly. You can easily judge this by comparing today’s 10th class student with 5th grade student of previous decade. This gap is presenting alarming situation. What’s the reason behind this? It shows that we have failed to give quality education to our children.

Future of Sindh lies in education

These days the incidence of ghost teachers is being publicized on print and electronic media. Most of these ghosts are either TV stars, media men or engaged in different trades, businesses and even politics playing cronies to the politicians – both local and higher level. A list recently announced at social media reveals that majority of ghost teachers run their own business and never visit schools and colleges where they are posted. According to data showed by social media, many of them are influential and belong to different political parties. The Sindh Education Minister is reluctant to take any legal or administrative action against them as most of them are politicized and PPP workers who have strong roots in the party.

Varsities’ ads of sub-campuses rile HEC

The Higher Education Commission (HEC) seems perturbed over the public-sector universities’ tenacious attitude of not stopping advertisements for the opening of sub-campuses -- directly or through franchises -- without obtaining No Objection Certificate (NOC).

CM orders speeding up work on uplift schemes of education department

Dr Rafique Mohammad Anwar, director of Mercy Educational Complex (MEC), at annual event of an orphanage near Peshawar, has appealed to the charity organisations to fulfil needs of his school. He said that his institution was in dire need of books for its library, two ambulances, computer laboratory and UPS system or power generator. The event `moral lectures` wasorganised by the MEC administration here on Friday. A number of Fata students also study at the complex. Spread over 50 kanals, MEC is located on GT road near Nasirpur in Peshawar. Built in 1994 for orphan children, the school currently has about 800 students from nursery to matric.

Fata teachers announce protest from December 10

The All Fata Teachers Association (Afta) has announced to begin boycotting classes from December 10 in protest against what they called indifference of the Fata Secretariat authorities. Nasir Shah Afridi, president of the Afta, Khyber Agency, told reporters on Sunday that teachers in settled areas of the country had been promoted in 2012 and paid all their arrears. He said they had put up the case of up-gradation of 22,000 teachers serving in all tribal agencies and Frontier Regions (FRs) but so far Fata Secretariat officials had not bothered to approve it.

Salaries of absentee teachers, other employees deducted

The district elementary and secondary education department has deducted salaries of 73 teachers and class-IV employees of primary schools for absenting from duty. The sub-divisional education officer (SDEO) Ikramullah Khan said on Sunday that the department had tightened noose around the teaching and non-teaching staff involved in habitual absenteeism. Chief Minister Pervez Khattak said Friday that his government was focusing on improved health and education sectors and accountable policing, which would ultimately improve the living standards of the people of the province. Services of another seven government schoolteachers have been suspended in Quetta during a campaign launched by the Education Department against absentee teachers. Officials in the Education Department told Dawn on Friday that thousands of teachers had been reported absent from their duty over the past several years, but they were drawing their salary regularly. They said most teachers had affiliation with political parties and that was the reason that campaigns in the past failed to make them attend their duties regularly. FDE to rationalise college fee

The director general of Federal Directorate of Education (FDE) on Saturday assured to rationalise fee structure, which saw almost 300 per centincreasein2010-11. The assurance was given by the DG during his visit to H-9 Islamabad Model College for Boys. Talking to teachers DG FDE Qaiser Majid Malik admitted that the fee structures in the colleges were too high. In 2010-11, FDE on the direction of the then government renamed 11 federal colleges as model colleges and increased fees by almost three-time, creating problems for the poor students. Parents hope govt not to lodge policemen in schools

Teachers have opposed the Punjab government’s move to link their promotions with results of examinations. According to the new policy, a primary teacher will be promoted to grade-17 in stages through an exam after every three years. Similarly, elementary school teachers could get promoted to grade-18 through an exam which they can take every five years. A secondary school teacher could reach grade-19 by taking the exam every 10 years.

Encroachers make things difficult for students

Government schools in Rawalpindi are at war with land grabbers who have encroached upon much of their land. Government Mission Higher Secondary School is one of at least 37 schools losing this war.

Sadam Hussain, 25, while working as a fruit vendor at the Sunday market last winter, has opened his own school in sector I-11 where he teaches basic Mathematics and English to children from slums. Sindh goes down on 4th number in Education facilities

According to the reports, previously Sindh was on 3rd rank in Education facilities in Schools, but the condition turns down on 4th number in providing basic facilities. Khyber Pakhtonkhwa sufficed 3rd number bringing Sindh one step down in providing Electricity, Water, Washrooms and compound walls. Whereas, in Punjab 71% Electricity is provided to the Schools and Sindh provides 39% percent. 65% waters facilities are provided in Khyber pakhtonkhwa , whereas in Sindh only 45% water is provided to the Students. American institute News and World Best Global Universities has issued a list of World Best Universities in the world. Among 500 Universities, Quaid-e-Azam University Pakistan is placed on 496 number. Paintings go under the hammer to fund schools

A collection of paintings by artist Shahid Jalal were put on displayfor an auction on Friday at the Sadequain Gallery, Frere Hall, to raise funds for schools of The Citizens Foundation (TCF). The exhibition, titled Seasons of Lahore, mostly covered natural landscape of the historical city, in particular the vista of Mr Jalal`s neighbourhood in the cantonment. Ms Shareef said this was the second time that Mr Jalal had displayed generosity as he had donated 25 paintings for a similar auction held in Islamabad, Lahore and Karachi earlier in 2008. This time round he had donated 65 of his artworks, she added.

Govt stipend distribution teams found embezzling funds

Controversy emerged in the Sindh government’s scheme of disbursing stipends to female students as several distribution teams associated with a branchless banking service were found involved in embezzlement in different public schools.

The corruption was exposed as a result of a raid at a public school in Makli, led by Ghulam Nabi, the senior programme manager at the Sindh education department’s Reform Support Unit. Nabi told The Express Tribune that Azizullah Memon, who belonged to one of the Easypaisa distribution teams, charged Rs18,000 from the headmaster of the Government Girls’ High School.

Study On Teachers

The Voice of Teachers, a study conducted by the Society for the Advancement of Education (SAHE) in partnership with Alif Ailaan, offers useful insights on the subject of education, with a special focus on school teachers employed in government and private institutions. The study serves to reaffirm the view that there is plenty to be done on the education front. The sense of emergency, that ought to be seen in a country with rampant illiteracy and unemployment, is not visible. While teaching, as a profession, commands considerable respect in most communities within Pakistan, not much is done for the development and improvement of teachers. Lack of training and facilities, and the burden of non-teaching duties, prevents them from meeting reasonable standards. The government shouldn’t be looking inside classrooms to carry out such duties. Surely, it can recruit from elsewhere. This is especially true for primary school teachers, who interact with students during the early years of schooling, which makes it all the more troublesome. How children are introduced to an educational environment has quite a role to play in their subsequent approach towards studies.

The literacy imperative by Hassan Amir

A little over a year ago, there was a big hullabaloo about a foreign group investing billions in Pakistan and dizzying talk about erecting the world’s tallest tower in Karachi which was supposed to promise employment opportunity for 2.5 million people. Then the group backed out and was replaced by a Miami-based developer wanting to inject another few billions into elite island communities off the coast of Karachi. That it all petered out even before the ink was dry on the MoUs is not the point. The question to be asked is that had these mega projects been built, could they have been maintained by an illiterate and primarily untrained work force?

The HEC: turning ‘scholars’ into ‘slaves’ by Shaheen Ashraf Shah

My experience with several international scholarship donors suggests that they make every effort to facilitate scholars during their study, and pay special attention to specific circumstances of individual students. Apart from providing financial resources, what is also important is the scholar’s peace of mind and a conducive environment. The HEC needs to treat scholars as its ambassadors and stop penalising them unnecessarily. Otherwise, scholars may find it difficult to play any post-PhD role or feel any pride in representing the HEC.

Madrassa reforms by Saad Rasool

A perusal of the history of Islamic civilization bears testament to a time when educational systems across the Muslim world, the ‘madrassas’, were unchallenged cathedrals of religious and scientific advancement. We are told of a time, at the turn of the eleventh century, when Muslim, Christian, Jewish, and even atheist scholars from the farthest corners of the world would brave harshness of the desert and perilous months long travel to flock to Isfahan and learn from Ibn Sina himself at the leading madrassa of the time. Here under the tutelage of the great Ibn Sina, they would study mathematics, medicine, and astronomy in addition to the study of religion and theology. Within the corridors of this great Islamic madrassa, the first human surgery was conducted, even at the time when it was banned by orthodox religion.

The plan for this week was to write about the forthcoming demonstration at the end of the month and the government’s very recent and intrepid response thereto. I even thought up the title, ‘Sticks and stones may break my bones but words will never harm me’. However, as is the case with all manmade plans, a disturbing comment at a networking gathering changed all that: “One out of every three children not in school on this globe is a Pakistani.” On the lighter side of the phrase, this brings to mind a joke from a television sitcom where, upon the expected birth of a fifth sibling, a child suggests a Chinese name with the logic that every fifth person in the world is Chinese. On a serious note, however, the statement has sinister connotations.

Sindh’s ghost schools

It is a well-known fact that hundreds of ghost schools exist in Sindh. These are premises or structures set aside for education, but which, have over the years, been converted into cattle pens or guest rooms by landlords in the province. The situation is so bad that according to official figures, around 5,600 such ‘ghost’ schools exist in the province. The Millennium Development Goals target of universal primary education by 2015 is obviously not going to be reached, least of all in Sindh.

Reforms could not be brought in any society without promotion of education, said Khushal Khan Khattak University Vice-chancellor Dr Ibrahim Khattak here on Thursday. He was addressing the concluding session of the two-day workshop titled `Me dia ethics` arrange d at the university auditorium by its communication and media studies department. He said that M.Phil classes were launched in the university and PhD classes would be started in the upcoming session. He asked the journalists to play their role for brining positivity in the society. He said that the university administration would welcome positive criticism to bring reforms in its affairs. The vice-chancellor said that the university would arrange such workshops in future as well for the local journalists. He hoped that the workshop would benefit the participants in fulfilling their professional responsibilities.

Government to launch second shifts in public schools

 

The Khyber-Pakhtunkhwa government is planning to initiate second shift classes in government-run schools to enrol out-of-school children. The new project is aimed at controlling school dropout rates and improving enrolment, project director and former director of the Provincial Institute of Teacher Education, Jamaluddin said. Around 1.4 million children are out of primary schools in K-P and the Elementary and Secondary Education department has kicked off a number of projects aimed at improving the province’s literacy levels, said Jamaluddin.

KP govt restoring old syllabus

The Khyber Pakhtunkhwa government has begun restoring school and college curriculum by including the lessons deleted by the previous government. The relevant officials said during the last government, lessons tending to create a sense of nationalism and those with positive impact of Islamic history and culture were deleted from textbooks. Minister says students will be taught a ‘changed’ curriculum next year.
